we need a dll (or ocx) file that we using it in c# and this dll should do this jobs :
1- captuer from a TV capture card in to hard disc in the special address ( may be by using a method )
2- write this video file after captuering in to a CD in mpeg1 VCD format that this CD can play in the basic video cd player

please tell me can you create this dll file to me ?
if you can please tell me your price in dollar
if you can't do this job can you tell me a company in china can do this
please help me about this
